parking lot is an important support for the construction of charging infrastructure, which is a necessary part of the construction of parking lot. In accordance with the regulations and policy requirements of Beijing motor vehicle parking regulations, the implementation opinions of the general office of the Beijing Municipal Government on Further Strengthening the charging infrastructure and management of electric vehicles (jzbf [2017] No. 36) and the notice on comprehensively accelerating the integrated construction of parking lots and charging infrastructure (FGJ [2016] No. 2826) issued by the national development and Reform Commission, In order to further strengthen the construction and management of charging facilities in parking lots and promote the promotion and use of electric vehicles in this city. Now we put forward the following opinions:

first, orderly promote the construction of charging facilities in the parking lot

(I) strictly implement the construction indicators of charging facilities in the new parking lot. Since April 1st, 2018, parking lots for new buildings and new urban public parking lots in the city should be constructed in strict accordance with the charging parking space allocation indicators specified in the standard for the planning and design of electric vehicle charging infrastructure (db11/t)

(II) reasonably plan and layout the construction of charging facilities in the existing parking lot. The urban management committees (Municipal Appearance Committee) of each district, together with the District Transportation Committee (Transportation Bureau), the district planning and land branch, the district power supply company and other departments and units, thoroughly sorted out the existing parking lots (including limited time parking lots) that have not yet built charging facilities and are open to the public in their jurisdiction, combined with the distribution of existing social public charging stations in their jurisdiction, the power supply conditions of parking lots and the development planning around parking lots, Comprehensively considering the parking demand of electric vehicles such as new energy passenger cars, logistics vehicles and tourist vehicles, the work plan for the construction of social public charging facilities in the parking lot under the jurisdiction shall be formulated and completed by the end of 2018, and the existing parking lot for the construction of electric vehicle charging infrastructure shall be determined, in the logistics park, industrial park, industrial park, large commercial shopping center, agricultural wholesale market Build centralized charging piles and fast charging piles in logistics distribution centers such as freight hubs and tourist attractions, and organize, coordinate and supervise the property rights (business) units of parking lots to implement the main body of charging facilities. According to the requirements of the implementation opinions of the general office of the Beijing Municipal Government on Further Strengthening the charging infrastructure and management of electric vehicles (jzbf [2017] No. 36), public charging facilities shall be built at a proportion of not less than 10% of the parking spaces

(III) implement the construction of charging facilities. The property right (operation) unit of the parking lot can promote the construction of charging facilities by self construction and self operation or by entrusting the construction and management of charging facilities enterprises, and reasonably allocate different types of charging facilities in accordance with the principle of "economic and practical, speed and speed", among which the public parking lot open to the society should build charging facilities mainly based on DC fast charging. The construction of charging facilities should strictly implement the unified national and industrial standards, reasonably plan the installation position of charging facilities in the parking lot, and comprehensively consider the turning radius and the safe distance between entrances and exits to ensure smooth drainage and sufficient lighting

(IV) determine the special parking space for electric vehicle charging. For parking lots with public charging facilities, the parking management departments of each district shall organize and guide the property right (business) units of the parking lot to designate special parking spaces for electric vehicle charging, which shall be designated according to the principle of no less than one special parking space

(V) record and register. For new parking lots built after April 1st, 2018 and parking lots that should build social public charging facilities according to the plan, when the parking lot property right (operation) unit goes to the district parking management department to handle the parking lot filing and registration, the relevant materials should include the construction of charging facilities and the delimitation of special parking spaces for electric vehicles, and ensure the authenticity and accuracy

(VI) innovative operation mode. The District Urban Management Committee (Municipal Appearance Committee) and the District Transportation Committee (Transportation Bureau) should actively play the role of organization and coordination, encourage the property right (operation) units of the parking lot to cooperate with the charging facility construction and operation enterprises, make full use of the management resources of parking and charging, explore the integrated management of parking and charging, and form a market-oriented model of multi-party cooperation and win-win results. All District Transportation committees (transportation bureaus) are encouraged to coordinate with the parking lot property rights units to carry out unified information system transformation of charging facilities, and release the real-time use of charging facilities to the society through apps, official account, etc., so that parking people can reasonably plan parking and charging plans, and improve the comprehensive service level of parking lots

(VII) standardize project acceptance. After the construction of charging facilities is completed, the property right (operation) unit of the parking lot, the charging facility construction and operation enterprise, and the upstream power supply unit shall jointly carry out the completion acceptance of charging facilities, and submit it to the District Urban Management Committee (Municipal Appearance Committee) to participate in the acceptance. Each district urban management committee (Municipal Appearance Committee) may entrust a third-party professional institution to participate in the completion acceptance. Charging facilities that have not been accepted or fail to pass the acceptance shall not be put into operation

II. Strengthen the daily use management of charging facilities

(VIII) set clear signs. The charging facility property right unit (operating enterprise) shall set up complete charging facility signs in the parking lot, set up eye-catching colors in the special parking space for electric vehicles, provide clear entrance instructions, road guidance, parking charging and other signs for electric vehicle users, and clarify the service time, use requirements and charging charging standards of charging facilities

(IX) strengthen parking management. The property right (business) unit of the parking lot shall strengthen the guidance of classified parking of fuel vehicles and electric vehicles, and guide fuel vehicles to avoid occupying the charging parking space of electric vehicles when there is spare space for non charging parking spaces; When there is no spare space in the non electric vehicle parking space, the fuel vehicle can be guided to occupy part of the electric vehicle parking space, but the designated special electric vehicle parking space shall not be occupied, and the owner of the vehicle shall be prompted to leave contact information. When there is a charging demand or there is spare space in the non electric vehicle parking space, the owner of the fuel vehicle shall be prompted to drive the vehicle away from the electric vehicle charging parking space in a timely manner through radio, SMS, etc; If it is found that fuel vehicles occupy the special parking space for electric vehicles, the public security and traffic management department shall be notified in time to carry out law enforcement

(x) do a good job in daily inspection and maintenance. The charging facility property right (operation) unit shall establish a regular inspection system for charging facilities, establish a daily inspection and maintenance team, clarify the inspection cycle, inspection content, person in charge, and fix the maintenance period with a paper locking wheel, so as to form a completely closed mode of daily inspection, problem discovery, maintenance, and tracking inspection

III. strengthen the safety management of charging facilities

(XI) comprehensively implement safety. Establish and improve the charging facility safety management system with the charging facility property right (operation) unit as the main body, and clarify the safety of the charging facility property right (operation) unit, engineering construction contracting enterprise, parking lot property right unit and other parties. The charging facility property right (operation) unit is responsible for the regular inspection and maintenance of the electrical safety, fire safety, lightning protection facilities and charging related equipment and facilities of the charging facilities, so as to eliminate potential safety hazards in a timely manner. The parking lot property right (operation) unit shall sign a safety agreement with the charging facility property right (operation) unit. If the parking lot property right (operation) unit finds that the charging facility is faulty or damaged, it shall timely notify the charging facility property right (operation) unit and start emergency measures if necessary

(XII) strengthen industrial supervision. All district urban management committees should conscientiously implement territorial safety, strengthen the safety management of the construction and operation of charging facilities in public parking lots, and can entrust a third-party professional organization to conduct safety inspection of charging stations, and timely urge the ownership unit (operating enterprise) of charging facilities to rectify any problems found
